Regional Water Authority Selects Pitney Bowes
To Provide Innovative Bill Payment Solution to Customers

Danbury and New Haven, CT (March 13, 2000) -- Pitney Bowes Inc. (NYSE:PBI) has been selected by the South Central Connecticut Regional Water Authority to provide electronic bill presentment and payment solutions to the more than 100,000 households the utility services in south central Connecticut.

Pitney Bowes’ Digital Document Delivery (D3) Internet billing, payment and statement solution will enable the Regional Water Authority to offer its customers the option of receiving and paying for their water bills electronically as an alternative to receiving paper invoices, which they currently pay via traditional mail.

For the first time ever, Pitney Bowes' D3 technology enables us to offer this option to a growing number of customers who prefer to receive and pay their bills on line whenever and wherever they wish, said Noel Grant, director of customer relations for the Regional Water Authority. When customers can elect to receive and pay bills in the way that’s most convenient for them, we believe more payments will be on-time, something that can only help our bottom-line. In addition, we believe that providing this level of customer choice also positions us on the leading edge of the industry.

Mr. Grant said that the Regional Water Authority’s decision to choose Pitney Bowes Digital Document Delivery (D3) was impacted by the success that another New Haven utility company, United Illuminating, has had with the solution.
